The mail command can be used to write an in-character letter to other people, or it can be used to contact immortals. Mail to immortals costs nothing, but mortal recipients cost 1 silver each. Typically, you must be in a courier's office to send mail, but you can also buy a pigeon from the courier which can be used later to send mail from anywhere in the game.
You do not automatically sign letters; they will be anonymous unless you indicate who sent it with your name somewhere in the text of the letter. The exception is that immortals can see who sent any letter, so it is not required to sign mail sent to immortals.
Mail paper or mail mail will take the item from your inventory and send it to your target. You can specify a particular letter with 2.paper, 3.mail, etc. Mail package allows you to send a special container object (along with its contents, of course). Envelopes and boxes designed for this purpose are available in the courier. The price of a container corresponds to the weight it can carry; a 5 silver envelope will hold up to 5 pounds.
Mail alone will show your header and (if applicable) your current seal.
Note: If you are attempting to receive mail (letters or packages), you must be able to carry the weight of said mail, or it will remain undelivered.
The pigeon motif on mail is courtesy of Joan Stark (JGS), an accomplished ASCII artist. Her website is at http://www.geocities.com/SoHo/7373
